Menengok sejarah TBM, kita akan menemukan sebuah catatan panjang bahwa TBM lahir dan tumbuh mengiringi perjalanan bangsa ini.
TBM telah hadir sejak masa pra-kolonial yaitu dimulai dari persewaan buku oleh imigran Cina
kemudian ketika memasuki masa kolonial, muncul gerai buku berjalan yang diinisiasi oleh Balai Pustaka pada 1940.
Gerakan ini terus berjalan sampai 1945-1966, Jawatan Pendidikan Masyarakat Kementerian Pendidikan, Pengajaran, dan Kebudayaan, lahir. Pada masa ini, lahir Taman Pustaka (TPR) A, B, dan C. Jumlah TPR yang mencapai ribuan, menjadi ujung tombak bagi pemerintah dalam Gerakan Pemberantasan Buta Huruf yang sedang digencarkan oleh pemerintah saat itu.
Gerakan Literasi terus tumbuh, pada 1992-2004, TPR berubah menjadi TBM dan kembali menjadi ujung tombak pemerintah melalui pembentukan TBM di desa-desa.
TBM ini memberikan layananan bagi para aksarawan baru. Seiring waktu, TBM terus tumbuh di tengah-tengah masyarakat dengan fokus layanan yang semakin meluas menjadi peningkatan minat dan budaya baca masyarakat, terutama untuk pengembangan enam literasi dasar.
